Comprehensive Testing Program
What is CTP 4?
CTP 4, comprising ten levels spanning grades 1-11, is a rigorous assessment of student achievement in reading, listening, vocabulary, writing, and mathematics. Verbal and quantitative reasoning skills are assessed as well. An online version is available and includes science for seven levels, spanning grades 3-11.

Norms
The CTP 4 provides percentile and stanine comparisons to national, suburban public, independent school, and association norms as follows:
National Norms (NN): Available for levels 3 through 10 for spring and fall test-takers, National Norms permit comparisons of individual or group performance with that of a national population, including schools in all 50 states, urban, rural, and suburban areas, large and small schools, and high- and low-socioeconomic groups.
Independent School Norms (IN): Available for levels 1 through 10 for spring and fall test-takers, Independent School norms are the average of the most recent three years of testing by independent school CTP 4 users throughout the United States and abroad.
Suburban School Norms (SN): Available for levels 1 through 10 for spring and fall test-takers, Suburban School norms are the average of the most recent three years of testing by more select suburban public school CTP 4 users throughout the United States. This is different from the broader national norm.
International School Norms (OI): All overseas international schools are included in the base for these norms, which are the average of the most recent three years of testing by the schools. We automatically include all members outside the United States in the norm.
Association Norms (AN): An optional norm that might represent a self-defined group of schools in a region, an association, or a consortium of schools with common interests or student populations. The norm will be the average of the most recent three years of testing by the schools in the association. Schools wishing to explore this option should contact ERB directly at sbarish@erbtest.org.
Local Norms: Available for the district (DI), if applicable, the school (SC), or the class (CL), a local norm enables comparison of an individual student with his or her cohort group. Local norms are not reported on parent reports.

What are the basic elements of the Comprehensive Testing Program, 4th Edition, (CTP 4)?
The CTP 4 is a battery of assessments that measure transferable skills in reading, vocabulary, writing and mathematics. In addition, CTP 4 includes two tests to measure verbal and quantitative reasoning in levels 3-10. The combined measures can be used to compare more content specific, curriculum based indicators of performance (scores on the achievement tests) to the more conceptual knowledge base that helps to gauge potential and support school achievement (scores on the reasoning tests). This comparison can prove to be highly useful, especially for those students whose reasoning and achievement scores exhibit marked discrepancies.

The CTP 4 comprises ten levels that cover from the spring of grade 1 through the fall of grade 11.
What kind of information can the school expect after the tests are scored?
CTP 4 score reports provide comparative information to national, suburban public, and independent school norm groups, as well as local norms chosen by the school. The Item Analysis, Class Roster, and Administrator’s Summary reports are part of the basic scoring package to help administrators and teachers identify students’ strengths and weaknesses. Parent reports are among the various report options available to schools.
How soon after we send in our test materials can we expect to have our results back?
Test papers will be scored within 15 business days upon receipt for multiple choice only, and 20 business days if the optional constructed response sections in reading and math are also taken. Turnaround time may be shorter during some months of the year. Please note that no scoring is done in the months of February and August to facilitate the updating of norms.

Are reports available for sharing individual student results with parents?
ERB produces two versions of parent reports for Levels 3-10 and a separate Primary Grade Parent Report for Levels 1-2, which includes the fall of grade 3. The Level 3-10 parent reports provide percentile rank, stanine, raw and scale score values on each test as a means to measure student progress year-to-year.
For levels 1 and 2, the Primary Grade Parent Report keeps the focus on the child’s own performance, avoiding percentile or stanine comparison with other students. Information for each child is reported as meeting, exceeding, or developing against the standards for grades 1 and 2 at the typical ERB school.

How do I order scoring services?
When ordering scoring services, you must complete two forms: the Order for Scoring Services (OSS) form and the Group Header. Both are sent to you with your CTP 4 test materials.

What scoring options are there for CTP 4?
Basic scoring includes three copies of the Class Roster, one set of labels, one version of the Administrator’s Summary, and two copies of the Item Analysis.

Are accommodations for non-standard testing available?
The school may grant non-standard administration for students who receive test accommodations under an Individualized Education Plan (IEP), Section 504 Plan, or who have a documented disability that necessitates testing accommodations. All of the standard CTP 4 reports and norm choices are available for non-standard test administration. There will be no indication on the score reports of a non-standard administration.

Are there support materials available for teachers and administrators?
ERB publishes three guidebooks to assist teachers and administrators in understanding, interpreting, and applying CTP 4. The Content Standards Manual, Handbook for Administrators, and Handbook for Teachers, were all written with the help of ERB members. You can order these support materials on the CTP 4 order form.

Presentations
Introductory presentations about the Comprehensive Testing Program are made at no charge to schools exploring the adoption of these tests.
ERB will meet with your school’s testing committee to discuss the features and benefits of CTP 4.
We offer customized small group online presentations to member and non-member schools. Arrangements for a CTP 4 presentation may be made by contacting the local consultant in your area. Workshops
Fees for CTP 4 or Writing Assessment Program workshops vary, depending on the length of the workshop, the number of ERB consultants involved, and travel expenses.
ERB workshops train school staff to:
- analyze score reports
- interpret test results for individual students and groups of students
- make sensible use of the test results
To be most helpful, workshops are typically scheduled shortly after the spring or fall test results become available and shortly before parent-teacher conferences take place.
We also provide mini-workshops for special groups such as boards of education, school trustees, and parent groups.
Regional Workshops
ERB will assist schools in arranging a regional workshop that involves several schools in a particular city or region seeking to better understand the results ERB assessments (e.g., CTP 4, WrAP, WPP). Consultants can assist with the coordination and scheduling of the workshop and will act as a liaison with the school that agrees to host the program.
The benefits of regional workshops include the sharing of expertise and costs. The workshop may also help schools develop informal networks that facilitate the sharing of information and insights beyond the time of the meeting.
